Human Capital Junior Transactions Specialists – Two (2) (remote or onsite position in DC)

Essential Duties and Responsibilities

• Inputs and verifies documents for employment in the USA Staffing system, required to onboard new hires.

• Reviews pre-employment requirements, screens pre-employment forms for accuracy and completeness prior to submission to Security, Medical Department,

• Provides input on regulations and signature requirements for Specialists and Assistants, to use when reviewing pre-military paperwork for the entire on-boarding process, prior to submission to the Security and or Medical Departments.

• Calculate necessary service computation dates in accordance with OPM processing procedures.

• Types personnel forms, reports, and correspondence in final form.

• Determines benefits eligibility creditable service, (e.g., computing SCDs) and follow up on suspense actions (e.g., probationary and trial periods, unapplied, NTE, WIGI Determinations, etc.).

• Processes all documents associated with inputting SF-52s (Request for Personnel Actions) and SF-S0's (Notification of Personnel Action) such as in-processing selectees, promotions, details, within grades, name changes, reassignments, summer appointments, student and special emphasis programs, term and temporary appointments, death benefits, Thrift Savings Plan options, and retirements, in the appropriate automated systems. Ensures documents comply with OPM guidelines and are correct. Review personnel actions for accuracy (e.g., appropriateness for regulatory authority and remarks), resolves discrepancies and completes forms and verifies missing information.

• Coordinates EOD dates for new hires and follows-up with all candidates. Obtains and coordinates release dates needed to complete Standard Form (SF) 75 information from losing and gaining Federal Personnel agencies. Prepares offer letters, creating and distributing employment-related correspondence, and orientation materials. Prepares security packages, medial packages.

• Fully participates in conducting new employee orientation, includes presenting of information, completion of new hire paperwork, and follow up with one-on-one counseling with new hires.

• Ensures personnel documents for non-hire actions; (i.e., promotion actions, WGl's, set pay, pay plan, series, grade, and step), are scanned in eOPF's and are up to date.

• Updates HC Dashboard - Tracker with accurate and concise information.

• Codes actions for inputs into the National Finance Center's (NFC) automated payroll/personnel systems and reviews and follows-up on error listings and computer edits from data input to ensure personnel actions are submitted and input on a timely basis.

• Attends all staff meetings.

• Attends business unit training sessions as necessary.

Use of Information Technology Systems

Works with automated personnel computer systems when completing work assignments. Must have working knowledge of the following:

• NFC

• EmpowHR

• Epic

• eOPF

• GRB

• USA Staffing

• Microsoft Suite including Word, Excel, Power Point, Sharepoint, Outlook and Teams

• HC Dashboard - after training

Experience and Education

• Minimum of two (2) years relevant full-time experience within the last five (5) years.

• Bachelor’s degree preferred.

Job Specific Knowledge/Skills/Abilities

• Skill and working knowledge of coding and processing personnel actions this includes being able to correctly code Standard Form personnel actions with Nature of Action codes, tenure, probationary period, legal authority, etc.

• The Contractor should be experienced with USA Staffing including Selection Manager and Onboarding modules.

• Basic skill and working knowledge of NFC/EPIC web.

• Basic knowledge of pay and compensation.

• Skill and working knowledge of National Finance Center’s EmpowHR system.

• Skill and working knowledge of OPM’s eOPF system.

Language and Interpersonal Skills

• Ability to communicate effectively verbally and in writing.

• Ability to write email correspondences or formal letters to various customer groups.

• Ability to work as a member of a team to collaborate and reach a common goal.

Reasoning Ability

• Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form.

• Ability to deal with problems involving several concrete variables in standardized situations.
